Hi,

We normally end up writing our own tech files. I'm not 100% sure, but 
I'm guessing this is related to the fact that foundries do not give you 
their design rule manual unless you sign an NDA. So unless MOSIS has an 
agreement with a foundry and is willing to write the tech file, you're 
stuck writing your own...
