The simplest procedure is to install Cygwin (www.cygwin.com) on your 
Windows system.  This will provide your computer with a UNIX-like 
environment suitable for compiling and installing Magic and other 
useful tools.

Note that you will need to select X11 for installation manually, as 
it is not selected by default by the Cygwin installer.
