Hello Tim,
I guess that this is an upstream issue, because when I was asked to
prove the GPL license of Magic during the package review of Magic (for
Fedora Project), I've pointed them to
http://opencircuitdesign.com/
The very first paragraph states:

is the repository for the suite of open-source EDA (Electronic Design
Automation) tools including Magic, IRSIM, Netgen, PCB, and XCircuit.
These tools are all provided for free under the GNU Public License
(GPL).
""
Here the word _all_ had said everything.

I'll advise you to opt for the system wide packages. Believe me for
debugging or bugfixing, it will be very helpful.
At the fedora project, every packager _should_ comply to use system
wide packages only.

If the official website says GPL, it's GPL for me.
However, if there is a mistake somewhere, that might be my fault,
along with a lot of misunderstanding from all the parties.
I'm eager to know what will be the license of all the tools from
opencircuitdesign.com.

PS: I'm on vacation as from this Wednesday for 2 weeks. I might not be
able to change the licenses at the Fedora Project if needed, during
that period. But certainly will when I'll be back.
