   My apologies.  It was indeed, as I suspected, a misplaced #ifdef.
Thanks for breaking the problem down to a small test file.  I am 
replacing the CVS source with the bug fix, but for the record, the
change is in extract/ExtBasic.c, line 797 should be changed from

#else
   loctype = TiGetTypeExact(tile);
#endif

to:

#endif
   loctype = TiGetTypeExact(tile);
