I have done some work on LEF/DEF files and magic. At the moment
there is no standard way of reading in LEF/DEF files.
In the past I have written a program to extract from the LEF/DEF
certain components and convert them to a magic cell. Although this
was only done for example LEF/DEF files which were incomplete.

In short you will have to either go to OpenAcess website
and download the LEF/DEF phaser C library and make a converter yourself.
Alternativily try to use exiting converters to changs the LEF/DEF file
    to GDS.
    	A not very helpful
