HI all, i have heard from Mosis about it's updated web page,

 http://www.mosis.org/Technical/Designrules/scmos/scmos-main.html

and the good news is that no SCMOS rules have changed at least since
July 16, 2001, so the current techfiles are not impacted.

however, you can now designate that your SCMOS* rules go to a process
that uses thick top metal, but the techfiles only implement normal
(ie. thin) top metal DRC rules, so in that case you'd have to alter
the top metal width/spacing/vias rules to comply with thick top metal
rules.

i'm still planning to release a new set of "table driven" techfiles
(always a few weeks away, since i haven't been able to work on it).
