A little followup. If I use the default technology file, meaning just invoke
"magic -w", then when I do an extraction of a transistor where the poly over
diff is 2 squares long in the direction of the current flow and 3 squares
wide, then the extract program indicates it is 2u long and 3 u wide. So, I
would have to conclude that I need more then just copying the
SCN6M-SUBM.10.tech27 file into the /cad/home/lib/magic/sys directory.
Perhaps one or more of the other SCN6M_SUBM.10 files is needed to make this
work correctly. I can grok some of them, for instance the SCN6M_SUBM.10.mag
has a useful picture of design rules, but how .light.layers, .light.r, .rm
.strm, .TSMC.cifcheck.tech27 fit into the grand scheme of things escapes me
    for now.
