Hi,
I have a pad frame that I've used for my VLSI class... it's for a
0.5um tinychip run (40 pin package), and it can fit a design that's
about 3600 lambda x 3600 lambda. I made this up myself vaguely based
on the Tanner pads. The protection structures are very simple. I used
this pad frame for my class last year.

No warranties of any kind, but feel free to use it. :)
