    Hi,

I had this problem a while back. The problem lies in the way labels
are translated to CIF (specified in the cifoutput section of the tech
file), and the way magic moves labels when it's not sure which layer
they belong to.

You can edit the tech file to make sure that labels appear on the
appropriate CIF layers.  Section 8.4 of the maintainer's manual #2 has
the syntax for this.
